have you checked timing, is it throwing any cel's? is compression good, are you getting plenty of flow from all of the fuel injectors? Spark on all cyl.?

on the green plug you will see two connectors, a 3-wire and a 2-wire. Pull the 2-wire plug out of the green holder and place a paperclip or speakerwire or whatever just as long as the two wires jumped. Turn key into on position, CEL blinks, count, and get code.

to check the the cel you have to put somthing in it like billyhoe said but when you turn your key on dont start it just turn the key on and the light will blink once but after that one blink long blinks count as 10 and short blinks are 1 i just thought i would clear that up a lil bit

hey man i have a p-28 chiped in my 99ex with a ls vtec using a 99 head from my b16a2// it all works fine the only i could think is if it is not timing then maybe u have a vaccum leak or a bad fuel regulator that is no keeping enough fuel.. it happen to a friend of mine,, maybe that will help.. but far as the ecu it works the same just dose not read intake sensor or second o2.. or the crank angle sensor,, plus to me it makes it run alot better i have the mugen chip in mine,,

ok i did the cel test and i am getting only one code it is a code 14 let me just make sure i got this right it is one long light then four little blinks so that is a 14 IAC (EACV) - idle air control valve correct? now how do i go about trouble shooting this?

the iac valve is on the back of the intake manifold. unplug the wires coming from it and see how it runs. you may have to mess with ur idle screw to keep the motor from stalling. your most likely going to have to replace it. about $200 from honda. you can drive with it unpluged, if that makes it any easier, but your going to need to replace it soon since its getting cold out. until then u might want to sit with ur foot on the gas for a minute to warm it up.

one thing that u might want to check though, my ecu was throwing the same code (21 on my ecu) and i replaced the iac valve and it didn't solve the problem. my ecu was bad. if u can, try running a different ecu and see if you still have the problem. good luck

ok i just came accross something i have an obd2a car that was non vtec and i was shown the ffsquad website
http://technet.ff-squad.com/
on the wiring for the IACV now i did the two wire plug and i thought that with the obd2a(car) to obd(ecu) convertion kit i didn't have to do the whole moving of the wire does this make any sense or was my information wrong about not having to move the wire? please let me know thanks
