obd II CEL no code

obd II CEL no code
got an 99 civic si and i keep geting a CEL that comes on about 30 second after cranked but not when key is in the on position and motor off.... is it a short? any hints as to what to check to find out? ple

only when the car stays on...
if i cut it off completely and then turn to on position theres no light...
i borrowed the advanced crappy parts diagnostic tool and showing NO CODES
as soon as i crank the car up CEL comes on still no codes makes absolutely no sense to me... short in a wire or an intermidiate connections problem in some wiring harness or something?
