That bolt hole was for the washer fluid reservoir. I just routed the hoses up through the preexisting opening.

For my life I could not get the OEM brake hose brackets to work up front without the hoses trying to kink. Some little angled brackets did the trick.

The old bracket was the same thickness as my old engine mount brackets from my ‘93 Chevy 4.3 that I had discarded after the 5.7 swap. That’s why you always keep old brackets.
