What tire is worth of the money?

Changing tire sizes will throw off the accuracy of her speedometer. I'm assuming your mom is not an aggressive or spirited driver.
If she wants a smooth and quiet ride, I would recommend Michelin Hydroedges, very long lasting tire and great in hydroplaning resistance. I've had them on my DD for over 3 years now.

Get the right tire in the right size. Get the RE960AS; it's one of the very best all-seasons you can buy. (The Michelin Hydroedge is NOT.) They make it in 195/65-15. Discount Tire Direct doesn't show that size on their website, so you may have to call them and ask them to order it for you. Or, it's in stock at the Tire Rack, $84/tire plus shipping.

The original poster is looking for an all-season tire, one that can be used on snow and ice in winter as well as in moderate to warm temperatures the rest of the year. The RE750 is a summer tire, not an all-season tire, and should not be used on snow and ice.

Any Goodyear or Kuhmo tire. People knock Kuhmos, but they actually are not that bad. Very well priced too.
I think tire rack has a special going on too, might want to check them out...

Is there something about the 912s that wouldn't be revealed by CR's independent testing?
