Tire help needed!
Ive been browsing websites for tire prices. I found these for sale.

Where I need help is how these tires perform in wet weather. Ive heard a few stories in the past of Falken Azenis tires not doing to well in the rain.
And can anyone recommend a good set of tires to go with for a 99 civic dx with hx rims. the stock size is 185/65-14.

I agree; this is your best choice for daily driving with occasional spirited romps.
If you wanted something really sticky, you could get the Falken Azenis RT-615, which is $75 per tire in 195/60-14. But it's not really suitable for daily driving because it wears so rapidly. (You'll get three times as many miles on a set of ES100 as on the RT-615.) The "old" Azenis RT-215, which you linked to, was not very good on wet pavement, but it has been replaced by the "new" Azenis RT-615, which is reportedly better in wet conditions.
Unless you're doing autocross and track events, I think the Yokohama ES100 is a much better choice.
(There are virtually NO decent performance tires in 185/65-14, hence the need to get 195/60-14.)

I'm also going to recommend the ES100s
. I live in Seattle, where we get a good amount of rain throughout the year. And so far, the ES100s have held up well in dry/wet conditions. And IMO, these tires would fit you better in terms of your driving and budget.

Another vouch for the ES100's.
I would only recommend the Azenis if you're doing autox or track events. Plus what you showed was the older style which is discontinued. The newer Azenis are supposed to handle wet conditions better but i haven't tried them myself.
