Default School me on wheels

Hi everyone, I'm thinking of ordering some wheels to replace the steel + hubcap combo I have on my 98 EX Civic Coupe. Everything right now on my car is completely stock. The wheels that I am looking at are Voxx MG, and I would need the 4 lug.

How do I know what offset will work right on my car?
I want either a 15x7 or 16x7, does anyone have pics comparing these two sizes on a 98?
I measured 4.5" for the bolt pattern, which is 114 mm. Does this seem correct?
When I go to buy tires, how do you figure out what size tire will ideally fit your rim? I'd like to be able to rotate them.

Thanks for any help, sorry if they're stupid questions
