Offset doesn't lower a car. It determines how far the wheels stick out from the car.

Those wheels you linked to and the wheels in the picture you posted are pretty different.. which are you getting? I don't think the wheels in the picture are too hot, especially because they look huge on that hatchback.

The black hatch is my car currently. I'm wondering if those enkei's with the offset 38 are good for lowering a car and i know offset doesn't lower a car.

38 offset isnt very low, and its only 7" wide, they'll probably be sunk depending how low you go

The lower the number in offset, the closer the wheel moves toward the fender and away from the shock tower.
Another term synonymous with offset is backspacing. Backspacing is the distance from the rear of the hub to the end of the wheel toward the shock tower; most easily measured by laying your wheel face down, putting a straight edge accross the wheel and measuring from the hub out to the straight edge.

Offset is measured in millimeters
1 inch = 25.4mm

When you go +1 inch in width from your current setup 12.7mm is added equally to both sides of the wheel from the hub, so a 15x8 +30 will stick out 12.7mm more than a 15x7 +30.

don't go higher then a 38-40+ offset. if your goin to slam it and want it flush then you will need camber arms.

if you want it to look good and you're gonna be slammed, go with like 15x7 +20, my 15x7 +10 are sunk in but thats cause its on a DA, on an ek it would be more flush
