do 17x8 wheels get that sloppy feel with 235/40/17's?

Default do 17x8 wheels get that sloppy feel with 235/40/17's?
235/40/17s suggest 17x8.5" wheels, i was wondering is putting the 235's on a 8" wide rim will get that sloppy feel like 205 50 15's do on 15x6" wheels
