rust on quarter panel

rust on quarter panel
i dont know how to weld but i know some that dude and i have a 94 del sol si and the drivers side rear quarter panel right near the rear bumper is rusting under the paint... it doesnt really matter but it looks ugly and i hate it... with that being said i want to fix this... any help? ive done some searching and i dont know what to do?

That link has a complete how-to on replacing the 1/4 panels on an EG. The hard part is finding the panels for a Del Sol, I've never seen them on ebay.
