Default need another pros help

so a customer sent me a wavetrac lsd unit to install into one of my transmissions i have for sale(also selling b16 rebuilt lol) which is a type r. but, when i got the lsd today, i was inspecting it and realized that when i attempt to turn the splines on it, it will not turn. i cannot see the gears on the inside turning, same thing on the other side as well. but when i shake it up n down i hear a slight play inside. not too much just enough to catch it. and i held onto the taper bearing at the same time so its not the noise im hearing. who here has delt with wavetrac lsd units before? are they supposed to be a stiff spline that only is ment to be turned by the axles? or is it SUPPOSED to turn like a normal lsd unit (i.e. itr ctr or oem honda/acura lsd's)?

This is normal for a Wavetrac LSD due to the design.

so assuming its a barbaric(spelling?) lsd and takes a bit more "umph" to make it move? lol
