1990 Civic cable clutch not fully engaging?

Icon2 1990 Civic cable clutch not fully engaging?

About a month ago I swapped transmissions from a 4 speed to a 5 due to the 4 speed failing. I installed a new clutch and everything worked fine for awhile. A few days ago I noticed that the clutch pedal does not fully engage. (meaning petal does not come fully back up) This caused minor slipping. Under the hood I noticed that the clutch arm on the transmission does not return back down completely causing the problem. I messed with it for a bit once and it worked for that day. Last time I drove it the problem returned. How should I approach this problem? Could something as simple as lubricating the arm be the fix?
