Will i pass emissions?

I'm not sure if this is in the right section... but:
I just got back from testing my car.
Cruise Emissions:
HC(PPM) - 517
CO(%) - 9.6
The operator said HC(PPM) was too high, its suppose to be at 170 I believe he said? Also the CO(%) was suppose to be at 1.2
How can I fix the problem?

You are running too rich, it's a gross poluter. Check your timing, spark plugs, distributor cap, spark plug wire, and cat for proper operation and specs. Replace the O2 sensor/s if it has not been replaced for about 70k-80k miles.

You are right in saying it's rich - way rich - but replacing any of the secondary ignition parts (plugs, etc.) isn't going to help a bit. He needs to figure out why he is running so rich. 9.6% CO is way high and I'm surprised the car even runs with it running that rich.
Does it even have a cat? Any thing that causes more fuel to enter the engine is going to make it rich (excessive fuel pressure, open coolant temp sensor, etc.).

The car is dumping way too much fuel in the chamber and not burning it all up. Check fuel pressure regulator. Timing cant be off since it went to smog. O2 sensor would also cause this problem. But most likely its fuel pressure regulator. Since O2 would set a check engine. Also, what year is it?
