Yes and No. No, they will not change the compression ratio, but the longer duration may change real life compression numbers slightly as air can escape the cylinder more with the larger lobes. I think.

yes, you're right, its called dynamic compression which changes from longer duration and higher lift, and especially when more overlap is degree'd using adj. cam gears.
