The wheel/tire is the final "gear" in your drivetrain. The transmission gear ratios obviously won't change, but you will affect shift points, so yes the "gar ratios" will be affected.

will there be any positive gains in acceleration with a bigger or smaller wheel & tire combination

smaller = faster accelration
bigger = more top speed

nothing really significant but...
