Default why is one side of my front suspension sagging?

i have a 90 civic si with a b16a. i also got ground control coilovers (just the cheap 250 dollar ones) and agx adjustables...i adjusted my front passenger coil all the way up, and my tire is still tucked under my fender. although this looks good, i hate driving around town like that coz its just too low and my car seems to bottom out....my drivers side is ok though...what can be the problem?

did you make sure the correct springs are in the front and in the back. are they all seated?
