Default why dosn't check light turn on?

when you put key forward the light dosn't blink on then off.
but bulb is good

car turns on but if you give it gas runs crappy

The CEL bulb should always have battery voltage when the key is on. The ECU closes the ground side of the bulb circuit. Check that.

Then check whether the bulb is wired to the proper pin of the ECU plug. I don't have a '99 Integra wiring drawing, so I don't know which pin it's supposed to be.

did u buy the car like that? If so the owner could of removed the bulb. Just an idea
