why does 1989 bumper leave a gap?

Hey guys no rude comments please, i have a 1990 ef hatch i installed the 89 bumper and it leaves close to a 1in gap and wanted to know y, i changed bumper supports and still dosnt work, what did i do wrong???/! The gap is on the corners

do you have the filler piece installed?
it is the piece below the headlights and above the bumper cover.
if its there and you still have a gap then the bumper is installed incorrectly or something is out of alignment.
