I think the first digit starts with 0 and that represents the first year that motor was used, which would be 94. so 95 would start with a 1, 96 would be a 2, 97 would be a 3, 98 a 4, 99 a 5, ect....

they never started with a 0.
1='94, 2='95, 3="96, and so on...
