What is this valve
Its on the bottem of my intake mani and runs through it, if you will. Its a 1 way valve, the lower part has oil on it. What is this thing

All you have to do is pull it out and shake it and it should rattle if it rattles then it is fine.
If you really insist upon blowing the valve you are right when you suck is should be free flowing when you blow it should stick.
Also, I don't think that is a pcv valve (positive crankcase venalation) usally attached to the valve cover. It sucks unburned fumes out of your crankcase and runs them back thru the intake manifold to reburn them and prevent the crank case from going up in fumes.
Fumes are caused by small amount blow by from you piston rings .

Not all cars have the PCV valve on the valve cover. My 91 integra had it on the IM, and my 98 integra has it on the valve cover. Yes, it will be oily. Over time they become too gunked up with oil and the little ball (check valve) will no longer work. That's when you change it.
