what is considered a bad toe in?
I went to get my alignment done today, and he was telling me that my alignment has to be done ASAP because my toe in was 2.82 degrees, is that really a huge concern? and also my outter tie rod is bent
Yes that's pretty far out.
For my Honda, 2mm toe is the maximum in the specs.

ok just making sure I didn't get ripped, cuz my car was eating tires for breakfast... my brand new $20 each tires were gone in 1 month!!! but he said my outer tie rod is putting me out 1/8th of an inch, that doesn't sound too bad does it?

1/8th inch is doubel the maximum "spec" for a 2000 GSR. That combined with any Camber you may have would eat tires pretty quick. Not to mention 1/8th toe out would make the car twitchy on the highway.
