What causes the cap to shock people..
On my crx I am trying to adjust my ignition timing.. When I grab the dizzy cap in a certant way it shocks the hell out of me.. Im not touching any plug wires or anything like that.. Do I need a new cap or is this normal??
The spark is high tension. If you're leaning against the fender you could provide enough of a path to ground to get shocked. I think it's normal, but then I haven't tried it myself. Could be you have a hairline crack in the cap or carbon deposits on the inside of the cap that make it happen easier.

Kinda hard to keep the motor running without a battery.. It would but thats bad, another story all together.. Im trying to adjust the timing with the engine running..

Exactly. it sounds like it is time for a new cap and possibly plug wires too.
