Weird VSS/Speedo Issue. Video inside.
Car is 95 DX hatch with eg6 cluster
Engine is OBD1 B18B1, using full obd1 harness.
OBD1 P75 ECU.
No Check engine lights
Swapped the VSS out with 2 other ones known to work, no difference.
Swapped the plugs at the VSS with 2 others (Soldered)
Tested the signal wire to ground, got +5v
Tested the ground wire for continuity, which it has.
Tested the power wire to ground wire for +12v, it is present.
The speedo needle would twitch a little bit once you got above 80 kmh, tonight i noticed it looked to not be working at all, but it was really wrapped all the way around to the stop.
When the key is off, it rests in the blank area of the speedo, when you turn the key it jumps immediately to the needle stop, when you drive it doesnt move at all, when you turn the key back off, it drops back into the blank area and stays there.
Video to show what I mean: Quality is very bad but you can see the needle and the area it rests (well past the last 180KMH mark) and it jumps and hits the needle stop when the key is turned to the ON position.

Is there any other tests i can do to see if its a problem with the wire going to the cluster plugs, or is it safe to say the speedo is broken itself?
Thanks in advance.
