weird noise...

I have a 99 Civic Ex coupe, and ever since I've had the car (almost 2 years now), theres been this noise that only happens when the steering wheel is turned to the right. It could be slightly turned, or turned all the way, but its only when I turn it to the right. Its hard to explain the sound, but its kinda like a rotating whistling noise..that might be a bad description, but maybe someone out there has had the same problem with a noise while turning the wheel to the right. Any help would be greatly appreciated. One guy told me when I first got the car that it could be the shocks, but even after I put my Kyb's it's still there. I don't know why ive waited so long to try to troubleshoot but it's really startin to **** me off.
wheel bearing? try jacking the car up on that side, now grab the tire at 3 and 9 oclock and try to move it side to side like this \ / if it wiggles without the stearing wheel moving then u have a bad bearing.
