same EXACT thing happaned to me. check where your throttle cable meets up with your throttle body. look at that little rubber boot covering your throttle cable right befor it enters the throttle body. Is it loose? does it move aroung eaisly? Mine was liike that. All i did was move that boot up a little (away from the throttle body) and force it to go over one of the thicker parts of the throttle cable so it doesnt move back and forth. What happens is i think that rubber boot get caught in the throttle body (the part that pulls your cable) and when it gets stuck it doesnt let your throttle cable fully retract into its resting state causing your rpm to rise whatever level. try that. iif its the same problem it should work.
