Weak engine power at low RPMs

I recently did a swap in my '92 Civic Si, and at lower RPMs (below 2-2.5k) the engine seems to be very weak. Usually moving very slow, but once the RPMs get over 2k the power kicks in and runs fine. I found that I can rev the engine to about 2.5k, and take off fine. I have a B18C1 ('98 GSR) block with Type-R internals and a B16A2 ('00 Civic) head (or Poor man's Type-R for short). Any advice is appreciated, thanks!

No, that's not the case. I can push the pedal to the floor at lower RPMs and there is no movement, just an idle roll. A friend of mine said to check into my IAC Valve. Could that be the problem?
i have the same problem with my 97 hx. It has the factory hx ecu but with a non-vtec ex motor. no power at all till i get it reved up over 3k, i cant ever run the ac or it will idle at 400 rpms at a red light. it also has a check engine code for the air/fuel sensor, so it COULD b either one of those
