I have the same problem. I tried cranking it, my two friends that are mechanics said it won't crank over because it water seiezed. I'm buying a new engine now, my 98 civic ex been down for awhile.

I have no direct experience with this, but generally with a gasoline flooded engine:

Remove the spark plugs, and leave the hood up so the fluid can evaporate from the cylinder. Give it at least several hours. Clean the plugs, make sure they still spark (or replace plugs).

In your case, I'd recommend changing the oil as well since you may have gotten some water in the system. If you're able to get it to start again, change the oil, don't bother until then though since the engine could be completely seized.

ive had a couple hondas stall when theyve inhaled water and then not wanted to start. if its still turning over, youre fine. pull the plugs and crank it and blow any excess water out of it, change the oil and eventually itll fire back up and smoke for a bit before it clears up.

Its called hydro-locking. Just hope that the engine died and didn't bend a connecting rod. I replaced a Hemi in a chrysler 300 due to hydro-locking it snapped two connecting rods. Also replaced an engine in a mustang where the after cooler for the super charger failed and filled the engine with coolant, that one shattered two pistons.
