Water behind IP(dash panel)

Water behind IP(dash panel)
I have a 98 Civic and when I drive around, I hear water splashing behind the IP. I think it is rain water coming into the vents from under the hood by the bottom of the windshield. Have anyone experienced this problem? If so, what would be the ideal method to get to the problem and remove the water?
