VTEC and Throttle

Default VTEC and Throttle

Most of the time when I VTEC my B16A motor, the throttle that I used is over 50% or WOT, and the power delivery is all the way up to the redline (8.2k).

Today I tried enter the VTEC zone in second gear at a constant light throttle level of approx 10-20% to see what will happen, once it passed 5.3k, I couldn't actually tell whether VTEC has engaged or not and furthermore the power is starting to dropped at around 6k, which makes me think that vtec didnt engage at all. But once I dip on the throttle a little more, the power will come back again, is this normal? I know that Mitsibushi MIVEC system works - it's a combination of revs AND throttle, but not for VTEC.
