Default vtec solenoid plunger

has anyone had this problem, as I have never heard this happening but once. the motor sits for a long period of time and the vtec plunger valve that actually engages vtec gets stuck in the "vtec on" position. The solenoid works fine. at idle and every rpm up to the vtec range, the motor runs rich as **** idleing crappy and blowing black smoke. yet when the engine reaches about 5000 rpm, it leans out and runs great to redline. ecu does not throw a code and all sensors have been checked.
Thanks for the input, this problem is kicking my ***.

Does it ever disengage?

The vtec valve is just a spool valve. About the only thing I can think of would be if there is something wrong with the return spring or if there is junk causing the spool to stick open.
