Default vtec not engaging - open to ideas - no vtec pressure switch

I'm using a JDM solenoid that does not use the pressure switch

Checklist:
- pressure switch signal has been bypassed at the ECU
- signal is grounded at ECU not chassis
- solenoid is "clicking/ticking" when connected to positive battery terminal
- solenoid screen is clean
- oil level is full
- engine temp was around 170s
- car was moving well over 20mph...
- no dents on the oil pan

What else is there to check? As far as I know, vtec "should" be engaging, but it does not.
