Default vtec control solenoid code on non vtec engine

My check engine light is on and I got a code for a fuel injector(16) and a vtec control solenoid (21), but I have a non vtec d16y7. I should also mention my car is in limp mode and won't go past 3500 rpm and my ecu is a pr4 from a 90-91 integra ls/gs. Anyone know what's going on here?

Either you're reading the code wrong or you don't have a PR4. List your year/make/model and take pics of your ECU label.

It's in a 92 civic dx hatch and I read the code multiple times to be sure, even had my brother read it.

That is an AUTO ecu... chances are you are confusing a code 21 for a 31: transmission lock-up solenoid control valve. A non-vtec computer will not throw a vtec code unless the guts of the ECU are different than the sticker on the outside that you photographed. If it is chipped inside and the vtec components have been added to the board, then maybe...

A 90-91 computer will not even plug into the ECU plugs in a '92-95 civic, nor would it communicate with any grey plug distributor. If you can in fact plug the ECU into your civic without any adapter harness, then it must be from a '92-93 teg.

Why are you using the PR4 ecu in the first place ??? I would think a P06 would be much closer to the fuel and timing needs of the engine you are using... I suggest you find one of those and try it. OE Honda part number would be 37820-P06-A00 (A01 or A02 versions would be fine as well). The auto version will end in A50, A51 or A52, and those will give you some of the same codes that you are fighting now.

So should I just get a new obd1 ecu for a manual?
