Default VSS problem...vtec not working and speedo reading high.

I just bought an eg with a b16 swap with a LS tranny.

The speedometer read 25 mph when the car wasnt even moving, then read about twenty five over when driving. When I went to check the VSS I could literally pull the whole thing out because the flange that allowed it to bolt to the tranny broke off. So I replaced it with one out of a gsr and now it still reads 25 when not moving but doesn't move at all when im driving.

Is it the cluster maybe or does it need to be calibrated or what?
