Voltage reading @ ECM for ignitor wire?

Voltage reading @ ECM for ignitor wire?
I was only getting .5V @ my ICM from the ECM, (yel/grn wire), with the ignition on. I get 9V @ the connector by the master cylinder, but I get 0V @ the ECM. I obviously need to replace the wire, but I was expecting to see 12V @ the ECM. So what voltage reading should I get from the yel/grn wire, @ the ECM, with the ignition on? If it's suppose to be zero, someone please explain. If it's suppose to be 12V, being that it's zero, does that mean that my ECM died?

With the ignition to 'on', the ECU provides +12v to the ICM in order for the igniter to provide a ground to the coil primary for it to charge up.

Cool - thanks.
Yeah, between the connector @ the MC and the ICM, the wire's taken on a lovely green hue to match it's insulation tracer. Consequently, only .5V is getting to the ICM. As for the 9V reading, I can only guess the same thing is happening before that connector somewhere, provided that my reading @ that connector should be 12V. It should be 12V right?
