Default Vibrations

ok, I recently bought a 93 Civic and here's my problem:
The steering wheel tends to vibrate @ 60mph-I'm guessing wheels need to be balanced(?)
Under braking the vibrations tend to get worse-I'm guessing rotor issues?
Anyone care to help me out?

get the tires balanced first, sometimes they will vibrate more under braking. Other than that, yeah prolly rotors.
