Default Valvetrain on a N/A

Hey guys, i'm planing on building an H22A engine in all around, so here are my questions:
1- What is the best brand for valetrain products? springs, retainers, valves, camshaft, etc...
2-Would it better be a open deck engine or a closed deck? i've heard that the open deck are good till 300 HP and i'm planing to take this engine to 250HP, i like the idea of the open deck cuz better heat disipation, but i'm not sure if the gasket can hold the compresion which i guess it'll be around 12:1
3-i want the engine to be VTEC cuz i want the lower RPM torque because is going to be every day drive and cuz i live in Caracas (Venezuela) and the city is a valley and it has hills and stuff and sometimes i get caught in traffic in hills and i don't want force my clutch too much, so low torque it's a necesity, if i get the H22a stock lower rpm torque it'll be enough.
4- the engine has to last, cuz every lil repair down here would be really expensive, and i don't trust in any shop for something like this. and i take good care of the car with a lot of mainteinment.
5- i'm planing to put a good oil cooler, cuz the temp down here are around 80 all year round.
6- how can i know which my readline should be? i guess around 9K, but i wanna hear what you guys can tell me.
7-the octane down here is 95, so what compression can i run with this octane? i guess it could be around 12:1, but can anyone give me an exact match or any way i can calculate it?
I want everyone to give me opinions and advises, i be open to all of them, and for the ones that want to tell me to go boost, i can't, i probably would if i live in the US, but down here is really kinda of risky.
Thanks to everyone that takes time to read this, and i know these are a lot of question, but down here i have to do it right the first time cuz is more expensive, so i want to gather experience from you guys.
