Valve stem seals not going on??!?!?

Alright here is the breakdown. I've decided to rebuild my b18b motor. I've taken the head to a machine shop to have it resurfaced and cleaned. I removed the old valve stem seals and i purchased a new set. I lubed the stems up before i placed the seals on and they just don't pop on. I've tried using a 12mm socket, i even wacked the 12mm socket with a rubber mallet, i've applied all my 180lb body weight on this one seal and still nothing. They don't want to go on. I've done a few rebuilds and never had this problem. Can someone help me?

Well i got the valve seals at Central Auto Parts and the box they came in said 1.6 and also said "this package contains 16 exhaust valve seals. So i called them up and told them what the deal was, they looked up the part number they had and said that those are the correct seals. So i'm really confused. Im pretty sure there is a deffect or some sort. So im going to the machine shop monday to see if there is somthing wrong i am doing.

if anything, go to honda and order all brand new OEM ones. I've heard they are $1.00 each so 16.00 total. I know that there is a difference between the exhaust and intake ones.

Alright guys.. Today i finally found out what the deal was. The factory where they actually make these things accidently package the wrong seals. So i ordered another set and BOoM they popped right in. So i guess you can never be too sure if your going to get the part you asked for until you put it on.
