Default Valve Adjustment questions.

I am about to attempt my first valve adjustment. I have done everything mechanically in my civic except for this. I have re-read post from search, checked out awesome info sites like bseries.net and c-speedracing.com, I also have my trusty helms by my side. Been reseaching for a good week, and today I decide to crack up the valve cover to get use to using the angled feeler gauges. When i originally bought my LS motor, it had about 70k on the motor. Its been over a year now and i have never had it adjusted on anything like that. Anyways, I cracked up the cover, pulled the plugs to turn the crank cause I am weak, and set the cam gears to up with TDC on the crank. Keep in mind I have never messed with the valve train before. Helms states for a B18B for specs to be as follows:

Intake: 0.003"-0.005"
Exhaust: 0.006"-0.008"

On cylinder one at TDC, i am only able to slide the feeler gauge through 5 of the 8 intake valves. The other three are so tight i can even get the gauge in nor do they move a bit like the others. On the exhaust side, same goes as follows, about 4 out of 8 valves I can actually stick a feeler gauge any, but 4 i cant and they do not budge at all. I been suspecting for quite sometime that my car has seriously lacked power. Another scary thing is, i just replaced my spark plugs and again there are all pretty much white. My question is, should I be able to tap the adjustment nut assembly and have it shake a tad, or the super tightness is what it should be. Would valves out of adjustment cause my car to run in a lean state? I would appreciate anyones input.

Only TDC for cylinder 1....rotate crank 1/4 turn for cylinder 2 and so on and so on.

Your Helms should tell you this.

opps i missed understood it. . But would a out of adjusted valve train cause my lean condition. It has never happened until this happened: https://honda-tech.com/zerothread?id=249215.

I think u rotate the crank 1/2 turn for 1/4 turn on the cam gears, do 1 then 3, 4 and 2 turning a half turn at the crank each time ( 1/4 turn of the cam gears)
