the sensor is installed wrong. the TB has two tabs, and the tps has 1 tab. the sensor tab has to go in between the TB tabs. to do this, you need to set it on rotated too far clockwise to align everything, then once pushed in rotate it counterclockwise to line up the screw holes and put the screws in slightly less than fully tight to allow for easy loosening for proper adjustment

sounds like u need to adjust it with the bolts loose like motoxxxman said, if you cant get it to .45V it could be defective and you need a new one

if the sensor tab is indeed between the two TB tabs and you're getting those readings, you have quite a bad sensor

Have you fixed your problem yet? I guess my first question would be what was the problem that made you look at the TPS to begin with? Where you having throttle issues? Did you replace the TB? What I am leading to is, could this be a throttle cable adjustment issue? Are you sure the TB plate is fully closed and fully open? Are you checking voltage while using the gas pedal, or by manually opening the throttle plate without using the cable? These little things can make a difference. My question is, why did you start messing with the TPS in the first place?
