Default Tps sensor calibration

Hey there having a issue calibrating my tps I do not have the throttle cabke hooked up. It's a 68mm skunk2 throttle body I've tried 3 different tps sensor and at close I got a max of .2v to around 80mv. Can't get anywhere near .45. I installed the tab on tps inside the 2 tabs on the throttle body and rotated it counter clock wise to align screw holes.

remove the screws holding the tps to the TB and turn it til it reaches 0.45v, then look to see how far past the TB holes the sensor is to see if theres any chance of it lining up

I've done that. It wount bolt down its gets to .45 .5 when the leg passes the mounting hole. But idk if it's because the thorttle body doesn't have the cable hooked up so the thorttle body is littearly shut not even open a. Tiny but but it idles fine without it hooked up. So ya pretty lost. I tried 2 new ones from oreilys and a used oem one all read the same
