Default Timing Question.. (I searched)

I have a 2 layer headgasket on my recent build, but when i went to line up my cam gears they are a hair off. Im assuming this is because of the lack of 3rd layer in the gasket.

how do i set the cam gears to compensate for this?
My car is lacking alot of power, and im not sure if this is it, or because i need tuning despertly.

20 degrees is the timing now

set the block to 16 degrees before TDC, then set the cam. If that dont work, pull the cam gear off, turn it over and check the key to see if it has moved at all. This happend to me once!!
