Default Timing problem!!!

I recently swapped in a B18B into my EG. It fired right up and well everything looks fine. I checked the timing and with the dizzy all the way advanced, the most I could squeeze out of it was 10 degrees BTDC. I shut the car off, pulled the Valve cover and turned the crank by hand and all of my marks line up. the cam gears are right where they should be @ TDC when the crank pulley is set to TDC. Tensioner is torqued to spec and the tension on both sides of the belt is right on.

My MPG is below average and I've got some hesitation at lower RPM's otherwise the car runs fine.

How is this possible? I got the engine from a 98 teg with 35K on the clock so i'm pretty sure it's never had the Timing Belt or Water Pump changed. Anyone have any Idea why the base timing is off on this thing or how I can get the base timing correct?

Pics are below to avoid any speculation.

any help is appreciated.

Its the distributer.

Take out the bolts and continue to advance it. If you can get it to 16-20 dbtc and cannot get the bolts in then=the distributer is bad. Not that the componets are bad but when it was assembled the gear that signals the TDC isn't aligned right.

How do i know this 2 bad distributers from Kragen (in a row). Its must not be marked or its easy to screw up.
