timing problem

Default timing problem

can anyone help me out? i have a 95 vx with the v-tec e motor..i recently did a timing belt..when i was done i tried to adjust the timing the spec says 16+/- 2..
when i was adjusting it im at 8 deg fully advanced..i check all my marks and im on point..my mark on the crank pully lining up with the pointer on the timing cover
(white mark) and on my head all marks lining up..i checked my rotor and its aiming at num 1 cyl..and i also shorted the pcm to adjust the timing..im clueless right now..can anyone help me out???i need to pass smoggg
