Default timing the dizzy

b18b w/ b18a dizzy. both obd1. anyways swapped this combo into my car after i just rebuilt it. anyways, timing belt is hooked up right, but the timing was at 0* when i started it so i loosened it off and slowly advanced it and it went but i couldnt make it go anymore than 13*btc when the dizzy is completely turned towards the firewall. its supposed to be 16* at 750rpm. so whats going on? its at like 13* at 750rpm and it wont go any futher. thanks
