Default timing belt walking

I just put a new timing belt and waterpump on my b16. when letting it warm up you could hear some rubbing so i took off the valve cover and its rubbing on the plastic cover on the waterpump side. Any ideas?

I have no T-belt covers on my type-r..i find everything is more accessible and its been like this for almost a year with no problems..
There's a HUGE *** washer/retainer that goes on the crank pully gear, behind the crank pully itself, its slightly bent outward to allow the bent to lend/rub against this to keep it on track..I'm quite sure you forgot to put this on there, as this is the only thing that keeps the timing belt from walking..Double check it, because i also caught my buddy doing this same thing..and FYI

its quite safe if u know how to drive to run without the covers..if your that "scaried" put the lower portion back on, but i'd run without the top half at least..it makes everything around it more accessible.
