There is a spring for the tensioner, you're right. When you loosen the 14mm bolt, it allows you to relieve the tension off of the belt by sliding it down in the guideway it rests in. Before you tighten it, you have the turn the crank pulley 6 times counterclockwise, and then tighten the 14mm bolt.

edit: rereading this I realize I'm not 100% sure how the tensioner works exactly...but that's what I understand.

Never heard of turning it 6 times, I always just move it 3 teeth counter clockwise..

3 teeth?? Do you mean cam gears??? Crank pulley doesn't have teeth. I am kinda confused here.

Just move the cam gears 3 teeth by turning the crank. This creates tension on the timing belt so can then tighten the 14mm bolt.

ok so from what i understand, when the 14mm bolt is loosened u crank the cams 3 degrees counter clockwise to tighten up the belt , then u tighten the 14mm bolt back up??

Helms manual says to rotate the crankshaft 5-6 turns to "set the belt", then further proceed with tensioning the belt.

Yes, 3 teeth on the cam gear.. The crank does have teeth its just hidden behind the crank pulley..
