Default Timing belt questions

Hi i just put a b18c (gsr) into my eg cx. I put a new timing belt on and it is making a slight noise. Before it was louder because I left the gold washer/guide on the crankpulley. Somtimes when the car is running, the belt looks like its wobbling, instead of running straight. I'm thinking it is my tensioner, but I think i need some extra advice. It was weird when i was putting on the belt, when it was on and i would turn the motor over, the belt would stay tight, then loosen up, stay tight, loosen up. What do you guys think is up with my motor?

its the belt tensioner.. get a new one and put it in... usually you should just replace the water pump and belt tensioner when you replace the timing belt.. but i am 95% sure its thetensioner.. experienced the same thing in my friends single cam.. new tensioner.. problem solved. but with his car the car wouldnt even start...
