Default Timing belt problem

if my timing belt is lose could it be that its worn or that my timing could be off. When the engine is off only one part of the belt seems to be lose. I dont think it makes any weird noise that i should be worried about, no sqeaks no knocking although it kinda backfires when i shift from second to third about 3500 4000 rpm's. i recently put some stp fuel injector cleaner but i havent really been able to push the car but it drive fine. well this will probably help its a b18c1 with a b16 head. no mods just a cold air intake..

check the tensioner. might be a good time to replace that, the belt, and water pump if you havent recently.

yea i had my car in the shop and the mechanic told me if i was going to replace the belt, might as well change the water pump and the tensioner. plus i think i need to replace my valve cover gasket. does it robb your performance if your timing belt is loose?
