Default Testing Electronics With Engine Out???

I recently installed an AVCR + Turbo Timer and some gauges, and Ive been trying to test them with no luck. The engine is removed, but I hooked up the harness and battery to power stuff, and most of it is working, but I cant seem to get the AVCR and TT to come on. They are wired to the ECU per instructions, so does the engine HAVE to be in for the ECU to power them up? If not, what is stopping it? Can someone please enlighten me? I spent 12 hours wiring tons of stuff up and I just want to confirm its all in working order before start-up....TIA!!!
