Default Swapped 99 GSR in a 96 hatch

Got a 96 Honda hatch back dx with a 99 GRS In it just rebuilt the motor and everything is fine but my speedometer took a **** just put a new sensor and it doesn't work also put a new cluster in and my speedometer still does work and cuz of it not working my vtect is not engaging as well so I need help on what to check next to get my speedometer working again and hopefully making vtect engage as well so if anyone can help me out and tell me what to check out next that would be greatly appreciated thanks

Check to see if you have 12 volts, ground and signal at the vss plug.

Look for broken wires at the vss plug.

It's one of the two listed above.

I was gonna check the wire for cracks cuz I have a feeling that's what happened cuz it was raining when it started to fluctuate and then take a **** so I think the wire has a crack and it got wet and shorted itself out
