blue generally is illegal. White is generally legal.
"superwhite" colors range on the market, depending on which ricer brand you go w/.
if you go w/ major brand names, phillips, GE, osram/sylvania, piaa, they generally are white and street legal... look for "street legal" on the packaging or stuff.

i had this problem before when a cop pulled me over because of my head lights
i tried to explain to him that the bulbs were legal but, he's the cop so i was wrong
. anyways after reciving my ticket i went to court with the package that said dot compliant and explained to the judge that the lights were legal and the cop in oh so many words was being a *****. long story short...i got off and $100 from the town for missing work.... 
police <U>N:</U> always there when you don't want em, never there when you need em
